The ATF has begun sending letters to Form 1 applicants stating that any components purchased to build a Form 1 suppressor are considered a suppressor.
Analyst Comment: In other words, if you buy parts to build or manufacture your own suppressor, and then submit your Form 1 to the ATF, according to this new interpretation, you have committed a felony. Under the new standard you would have to apply for a Form 1 and be approved before buying ANY components to actually build the suppressor.
