Two Uvalde city police officers had an opportunity to engage the Uvalde school shooter before he entered the school building. Chief Deputy Ricardo Rios of nearby Zavalla County claimed the officers did not engage because they feared they would hit nearby children playing outside of the school.

Analyst Comment: Slowly the truth comes out, but even this is a partial truth. At this point in the encounter the shooter had already fired several rounds outside of school grounds: That’s why officers were on scene to begin with. How were children still playing nearby? Also, why didn’t the officers follow the shooter into the school building and engage him inside?
